贫穷人呼求，他便搭救；困苦人无助，他就伸出援手。他怜悯软弱和贫困的人，拯救贫困人的性命。他要救他们脱离别人的压迫和暴力，因为他爱惜他们的生命。

以色列的上帝耶和华这样斥责那些统治祂子民的首领：“你们驱散我的子民，没有照顾他们。看啊，我必因你们的恶行而惩罚你们。这是耶和华说的。我要把我幸存的子民从我流放他们去的各地召集起来，领他们回到故土，使他们子孙兴旺。

主耶和华说，我要攻击这些牧人，从他们手中讨回我的羊，不再让他们牧放羊群，使他们无法再喂养自己。我要从他们口中夺回我的羊，不再让羊成为他们的食物。

于是，我牧养这群最困苦的待宰之羊。我拿了两根杖，一根叫“恩惠”，一根叫“联合”，开始牧养羊群。我在一个月之内除掉了三个牧人。然而，我厌烦羊群，他们也厌恶我。于是我说：“我不再牧养你们了。要死的就死吧，要灭亡的就灭亡吧，让剩下的互相吞吃吧。”
