Then he took the Book of the Covenant and read it to the people. They responded,“ We will do everything the Lord has said; we will obey.”

摩西下來，把耶和華的一切話和一切典章都向人民講述；人民都同聲回答，說：“耶和華吩咐的一切話，我們都必遵行。”摩西把耶和華的一切話都記下了；清早起來，在山下築了一座祭壇，按著以色列十二支派立了十二根柱子。

以色列眾人來到耶和華你的神選擇的地方朝見他的時候，你要在以色列眾人面前把這律法宣讀給他們聽。你要召集人民、男人、女人、孩子，以及你城裡的寄居者，叫他們可以聽見，叫他們可以學習，好敬畏耶和華你們的神，謹守遵行這律法的一切話，也叫他們還不認識這律法的兒女可以聽見，使他們在你們過約旦河去得為業的地上生活的時候，一生學習敬畏耶和華你們的神。”

因此，前約並不是沒有用血立的：當日摩西按照律法，向所有人民宣布了各樣的誡命，就拿牛犢（好些抄本在此有“和山羊”）的血和水，用朱紅色的羊毛與牛膝草，灑在律法書上和人民身上，說：“這就是神規定你們立約的血。”他照樣把血灑在會幕和各樣應用的器皿上。按著律法，幾乎所有都是用血潔淨的，如果沒有流血，就沒有赦免。照著天上樣式作的既然必須這樣去潔淨，天上物體的本身，就應該用更美的祭品去潔淨了。

我只吩咐他們這一件事，說：‘你們要聽從我的話，我就作你們的神，你們也作我的子民；你們要遵行我所吩咐的一切道，好使你們蒙福。’他們卻沒有聽從，也不留心，反倒按著他們的計謀，隨從自己頑梗的惡心行事，向後不向前。

我憑著主吩咐你們，要把這封信讀給眾弟兄聽。

宣讀了律法和先知書以後，會堂的理事們派人到他們那裡來，說：“弟兄們，如果有甚麼勸勉眾人的話，請說吧！”

這封信你們宣讀了以後，也要交給老底嘉的教會宣讀；你們也要讀老底嘉的那封信。
