對民眾不守自己做祭司的職分。每當民眾來獻祭，還在煮祭肉的時候，他們的僕人便拿著三齒叉來，從罐裡、鼎裡、釜裡或鍋裡插肉，把插上來的祭肉據為己有。他們這樣對待所有到示羅來的以色列人。甚至在焚燒脂肪之前，祭司的僕人就來對獻祭的人說：「把肉給祭司烤吧！他不要煮過的，只要生的。」如果獻祭的人答道：「要先焚燒脂肪，之後你可以隨便拿。」僕人便會說：「不，你現在就給我，不然我就要搶了。」在耶和華的眼中，這兩個青年罪惡深重，因為他們輕視獻給耶和華的祭物。

你的祭司強解我的律法，褻瀆我的聖物。他們聖俗不分，也不教導人分辨潔淨的和污穢的。他們藐視我的安息日，褻瀆我。

撒母耳在年老的時候立了他的兒子做以色列人的士師。

你們偷盜、謀殺、通姦、起假誓、向巴力獻祭、拜素不認識的神明，然後來到這用來敬拜我的殿，站在我面前說自己安全了，以為可以繼續做可憎之事。

將來，我的子民如何，你們祭司也如何。我要照你們的所作所為懲罰你們、報應你們，使你們吃卻不得飽足，行淫卻不得後代。因為你們背棄耶和華，沉溺酒色，喪失心志。
