為了主的緣故，你們要服從人的一切制度；無論是在上的君王，或是他所委派來懲惡賞善的那些官員；

如果你們是為美善而熱心的人，誰會傷害你們呢？然而，即使你們為義受苦，也是蒙福的。不要怕他們所懼怕的，也不要驚慌不安，

要知道，他是神的僕役，對你是有益處的。但你如果作惡，就該懼怕，因為他不是毫無理由的佩帶刀劍。他是神的僕役，是報應者，使震怒臨到作惡的人。
