越日、摩西坐以鞫民、民立於側、自朝至暮。摩西外舅見其所行、則曰、汝如是以涖民曷故、爾坐而民立、自朝迄暮、果何意與。

我有一策、爾其從我、以希上帝之眷佑、爾在上帝兆民之間、可以其事呈於上帝前、而教以律法禮儀、示以必為之事、必由之道。爾於民中、簡其具才能、惡苞苴、真實無妄、寅畏上帝者、立為千夫長、百夫長、五十夫長、十夫長、使其隨時鞫民、事大則告爾、事小則自鞫、共任此職、則爾事輕易舉。若爾蒙上帝命、以行是事、則爾可常存、民亦安歸故土。摩西聆訓、遵外舅之言以行、於以色列族中、簡才能出眾者、立為民長、即千夫長、百夫長、五十夫長、十夫長、隨時鞫民、事鉅則往告、事細則自鞫。

如爾邑中有訟事、為流血、為爭競、為加害、爾所難鞫者、則必詣爾上帝耶和華特簡之室、見祭司利未人、或在位之刑官、請其諮諏、為爾聽訟、彼在耶和華特簡之室、指示其故、爾必遵言以行。

遂攜之至摩西亞倫、及會眾前、若何處置、猶未定擬、故囚於獄。
