第二天，摩西坐着審判百姓，百姓從早到晚站在摩西的旁邊。摩西的岳父看見他為百姓所做的一切事，就說：「你為百姓所做的，這是甚麼事呢？你為甚麼獨自一人坐着，而眾百姓從早到晚都站在你旁邊呢？」

現在，聽我的話，我給你出個主意，願上帝與你同在。你要代替百姓到上帝面前，將事件帶到上帝那裏，又要用律例和法度警戒他們，指示他們當行的道，當做的事。你也要從百姓中選出有才能的人，敬畏上帝、誠實可靠、恨惡不義之財的人，派他們作千夫長、百夫長、五十夫長、十夫長來管理百姓。他們要隨時審判百姓；重大的事要送到你這裏，小事就由他們自行判決。這樣，你就可以輕省一些，他們可以與你分擔。你若這樣做，上帝也這樣吩咐你，你就能承受得住，眾百姓也可以和睦地回到自己的地方。」摩西聽了他岳父的話，照着他所說的一切去做。摩西從以色列人中選出有才能的人，立他們為百姓的領袖，作千夫長、百夫長、五十夫長、十夫長。他們隨時審判百姓：難斷的事就送到摩西那裏，各樣小事就由他們自行判決。

「你城中若有難以判斷的案件，涉及流血，訴訟，或毆打等爭訟的事，你就要起來，上到那裏，耶和華－你上帝所選擇的地方，去見利未家的祭司和當時的審判官，求問他們，他們必將判決指示你。他們在耶和華所選擇的地方指示你的判決，你要執行，謹守遵行他們一切所教導你的。

發現他撿柴的人把他帶到摩西、亞倫以及全會眾那裏。他們把他收押在監裏，因為還不知道要怎樣懲罰他。
