我有禍了！因為我好像夏天採摘的果子，又像摘剩的葡萄，沒有一掛可吃的，也沒有我心所想望早熟的無花果。虔敬的人從地上滅絕了，人間也沒有正直的人，人人都埋伏著要流人的血，各人都用網羅獵取自己的兄弟。他們雙手善於作惡，官長和審判官都要求報酬；達官貴人說出心裡的慾望；他們歪曲了一切。他們中最好的，也不過像荊棘，最正直的，也不過是有刺的籬笆。你的守望者所預言的日子，和你被鑒察的時候，已經來到；現在他們必要慌亂不安。不可信靠鄰舍，也不可信任朋友，要守住你的嘴唇，不可向躺在你懷中的妻子透露。兒子藐視父親，女兒抗拒母親，媳婦與婆婆作對；人的仇敵就是自己的家人。

接著這一段的是由提哥亞人修築；但是他們的貴族不願肩負他們的主的工作。

我心中籌算一番以後，就譴責貴族和官長，對他們說：“你們各人向自己的同胞貸款，竟然索取高利！”於是我召開大會攻擊他們。
