列国为什么骚动？万民为什么空谋妄想？世上的君王起来，首领聚在一起，敌对耶和华和他所膏立的，说：“我们来挣断他们给我们的束缚，摆脱他们的绳索！”

到了天亮，犹太人在一起秘密计谋，并且发誓说，不杀保罗，就不吃不喝。一同策划这项阴谋的有四十多人。

列国之民啊！你们尽管作恶，但你们终必毁灭！所有在远处的人民啊，要留心听！你们尽管束腰吧，你们终必毁灭！你们尽管束腰吧，你们终必毁灭！你们尽管计划阴谋吧，这些终必失败；你们尽管提议吧，这些终必不能成立，因为神与我们同在。
