五天後，大祭司亞拿尼亞帶著幾個長老和一位叫帖土羅的律師下到凱撒利亞，向總督控告保羅。保羅被傳來後，帖土羅指控他說：「腓利斯大人深謀遠慮，在大人的領導下，國中有許多改革，我們常享太平。我們對大人的恩德感激不盡。我不敢耽誤大人太久，只求大人容我們簡單敘述。我們發現這個人惹事生非，到處煽動猶太人鬧事。他是拿撒勒教派的一個頭目，企圖玷污聖殿，被我們抓住了。我們想按照猶太律法處置他，不料呂西亞千夫長卻硬把他從我們手中搶走，並命令告他的人到大人這裡來。大人親自審問他，就會知道我們告他的事了。」在場的猶太人也隨聲附和，表示這些事屬實。總督點頭示意保羅可以發言，於是保羅說：「我知道大人在猶太執法多年，我很樂意在你面前為自己辯護。大人明鑒，從我上耶路撒冷禮拜至今不過十二天。這些人根本沒有見過我在聖殿、會堂或城裡與人爭辯，聚眾鬧事。他們對我的指控毫無根據。

祭司長和全公會的人正在尋找假證據來控告耶穌，好定祂死罪。雖然有很多假證人誣告祂，但都找不到真憑實據。最後有兩個人上前高聲說：

叫兩個無賴坐在他對面控告他咒詛上帝和君王，然後把他拉出去用石頭打死。」

但態度要溫和恭敬，存無愧的良心。這樣，那些對你們因信基督而有的好品行妄加誣衊的人會自覺羞愧。如果上帝的旨意是要你們因行善而受苦，這也總比你們因作惡而受苦強。因為基督也曾一次為罪受苦，以無罪之身代替不義之人，為要領你們到上帝面前。祂的肉體雖被處死，但祂藉著聖靈復活了。

於是，其他總長和總督想在但以理的政務中找把柄控告他，卻找不到任何把柄或過失，因為他誠實可靠，毫無過失。
