He said:“ In a certain town there was a judge who neither feared God nor cared what people thought.

He said,“ In a certain town there was a judge. He didn’t have any respect for God or care about what people thought.

He said,“ In a certain city there was a judge who neither feared God nor respected man.

“ There was a judge in a certain city,” he said,“ who neither feared God nor cared about people.

“ There was a judge in a certain town who didn’t fear God or respect people.

The righteous considers the cause of the poor, But the wicked does not understand such knowledge.

And he would not for a while; but afterward he said within himself,‘ Though I do not fear God nor regard man,

“ Whose mouth is full of cursing and bitterness.”“ Their feet are swift to shed blood;Destruction and misery are in their ways;And the way of peace they have not known.”“ There is no fear of God before their eyes.”

And I said:“ Hear now, O heads of Jacob, And you rulers of the house of Israel: Is it not for you to know justice?You who hate good and love evil; Who strip the skin from My people, And the flesh from their bones;Who also eat the flesh of My people, Flay their skin from them, Break their bones, And chop them in pieces Like meat for the pot, Like flesh in the caldron.”

“ Look, the princes of Israel: each one has used his power to shed blood in you.In you they have made light of father and mother; in your midst they have oppressed the stranger; in you they have mistreated the fatherless and the widow.You have despised My holy things and profaned My Sabbaths.

“ When I went out to the gate by the city, When I took my seat in the open square,The young men saw me and hid, And the aged arose and stood;The princes refrained from talking, And put their hand on their mouth;The voice of nobles was hushed, And their tongue stuck to the roof of their mouth.When the ear heard, then it blessed me, And when the eye saw, then it approved me;Because I delivered the poor who cried out, The fatherless and the one who had no helper.The blessing of a perishing man came upon me, And I caused the widow’s heart to sing for joy.I put on righteousness, and it clothed me; My justice was like a robe and a turban.I was eyes to the blind, And I was feet to the lame.I was a father to the poor, And I searched out the case that I did not know.I broke the fangs of the wicked, And plucked the victim from his teeth.

O Lord, our Lord, How excellent is Your name in all the earth, Who have set Your glory above the heavens!Out of the mouth of babes and nursing infants You have ordained strength, Because of Your enemies, That You may silence the enemy and the avenger.When I consider Your heavens, the work of Your fingers, The moon and the stars, which You have ordained,What is man that You are mindful of him, And the son of man that You visit him?

Moreover you shall select from all the people able men, such as fear God, men of truth, hating covetousness; and place such over them to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.And let them judge the people at all times. Then it will be that every great matter they shall bring to you, but every small matter they themselves shall judge. So it will be easier for you, for they will bear the burden with you.

Nevertheless good things are found in you, in that you have removed the wooden images from the land, and have prepared your heart to seek God.”So Jehoshaphat dwelt at Jerusalem; and he went out again among the people from Beersheba to the mountains of Ephraim, and brought them back to the Lord God of their fathers.Then he set judges in the land throughout all the fortified cities of Judah, city by city,and said to the judges,“ Take heed to what you are doing, for you do not judge for man but for the Lord, who is with you in the judgment.Now therefore, let the fear of the Lord be upon you; take care and do it, for there is no iniquity with the Lord our God, no partiality, nor taking of bribes.”Moreover in Jerusalem, for the judgment of the Lord and for controversies, Jehoshaphat appointed some of the Levites and priests, and some of the chief fathers of Israel, when they returned to Jerusalem.And he commanded them, saying,“ Thus you shall act in the fear of the Lord, faithfully and with a loyal heart:

He judged the cause of the poor and needy; Then it was well. Was not this knowing Me?” says the Lord.“ Yet your eyes and your heart are for nothing but your covetousness, For shedding innocent blood, And practicing oppression and violence.”

The highways lie waste, The traveling man ceases. He has broken the covenant, He has despised the cities, He regards no man.
