列国为什么骚动？万民为什么空谋妄想？世上的君王起来，首领聚在一起，敌对耶和华和他所膏立的，说：“我们来挣断他们给我们的束缚，摆脱他们的绳索！”那坐在天上的必发笑，主必讥笑他们。那时，他必在烈怒中对他们讲话，在震怒中使他们惊慌，说：“我已经在锡安我的圣山上，立了我的君王。”

你起来！因为这事全在你身上，我们支持你，你当坚强地去作。”

你们要谨慎，不要弃绝那位说话的，因为从前的人弃绝了那位在地上警戒他们的，尚且不能逃罪；何况现在我们背弃那位从天上警戒我们的呢？

我不是吩咐过你要坚强勇敢吗？所以，你不要惧怕，也不要惊慌；因为你无论到哪里去，耶和华你的神必与你同在。”

如果有人干犯了摩西的律法，凭着两三个证人，他尚且得不到怜悯而死；何况是践踏神的儿子，把那使他成圣的立约的血当作俗物，又侮辱施恩的圣灵的人，你们想想，他不是应该受更严厉的刑罚吗？

至于我那些仇敌，就是不愿意我作王统治他们的，把他们拉到这里来，在我面前杀掉！’”

最后，你们要靠主的大能大力，在他里面刚强。

如果有人擅自行事，不听从祭司，就是侍立在那里事奉耶和华你的神的，或是不听从审判官，那人就必须处死；这样，你就可以把这恶从以色列中肃清了。

你们要警醒，要在信仰上站立得稳，要作大丈夫，要刚强。

政府的权柄，人人都应当服从。因为没有一样权柄不是从神来的；掌权的都是神设立的。所以抗拒掌权的，就是反对神所设立的；反对的人必自招刑罚。执政的不是要使行善的惧怕，而是要使作恶的惧怕。你想不怕掌权的吗？只要行善，就会得到称赞；因为他是神的仆役，是对你有益的。但如果你作恶，就应当惧怕；因为他佩剑，不是没有作用的。他是神的仆役，是向作恶的人施行刑罚的。所以你们必须服从，不但是因为刑罚，也是因为良心的缘故。

众民对撒母耳说：“那说‘扫罗怎能作我们的王’的是谁呢？把那些人交出来，我们好杀死他们。”
