以色列人派以利亞撒祭司的兒子非尼哈，到基列地去見流本人、迦得人和瑪拿西半個支派的人；又派十個首領與非尼哈同去，每一個都代表以色列的支派家族；他們是全體以色列各家族的領袖。他們去到基列地，流本人、迦得人和瑪拿西半個支派的人那裡，對他們說：“耶和華的全體會眾這樣說：‘你們作的是甚麼事？竟對以色列的神不忠，今日轉離不跟從耶和華，為自己築了一座壇，背叛了耶和華。

“你臨近一座城，要攻打那城的時候，要先向那城提和議。

可能的話，總要盡你們的所能與人和睦。

“如果你的弟兄犯了罪﹙“犯了罪”有些抄本作“得罪你”。﹚，你趁著和他單獨在一起的時候，要去指出他的過失來。如果他肯聽，你就得著你的弟兄。如果他不肯聽，就另外帶一兩個人同去，好使一切話，憑兩三個證人的口，可以確定。如果他再不聽，就告訴教會；如果連教會他也不聽，就把他看作教外人和稅吏吧。“我實在告訴你們，你們在地上捆綁的，在天上也被捆綁；你們在地上釋放的，在天上也被釋放。
