城中的先知都是輕浮詭詐的人；城中的祭司褻瀆聖物，違犯律法。

堅守那合乎教義、可靠的真道，好使他能夠用純正的道理勸勉人，並且能夠折服反對的人。因為有許多不受約束、好講空話和欺騙人的，尤其是那些守割禮的人，他們為了可恥的利益，教訓一些不應該教導的事，敗壞人的全家，你務要堵住他們的嘴。

但主的僕人卻不可爭論，總要待人溫和，善於教導，存心忍耐，以溫柔勸導那些對抗的人，或許神給他們悔改的心，可以認識真理。

“萬軍之耶和華這樣說：你要向祭司詢問有關律法的事說：人若用自己的衣襟盛載聖肉，後來又使自己的衣襟觸著餅、湯、酒、油或別的食物，這就算為聖嗎？”祭司都回答說：“不算為聖。”哈該又說：“人若因觸著屍體而成為不潔，又觸著這些東西的任何一樣，這就算為不潔嗎？”祭司都回答說：“要算為不潔淨。”

他們要把你的典章教訓雅各，把你的律法教訓以色列；他們要把香焚在你面前，把全牲的燔祭獻在你的祭壇上。

雅各家的首領，你們要聽這個，以色列家的官長，你們也要聽；你們厭惡公平，屈枉正直，用人血建錫安，以罪孽造耶路撒冷。城中的首領為賄賂而審判，祭司為薪俸而教導，先知為銀子說默示，他們竟倚靠耶和華，說：“耶和華不是在我們中間嗎？災禍必不會臨到我們身上。”

在他的口中有真理的教訓，在他的嘴裡也沒有不義；他以平安和正直與我同行，使許多人回頭離開罪孽。”祭司的嘴當保存知識，人要從他的口中尋求教訓，因為他是萬軍耶和華的使者。萬軍之耶和華說：“你們卻偏離了正路，使許多人在律法上跌倒；你們也破壞了我與利未所立的約。因此，我也使你們在眾人面前被藐視、受輕看，因為你們不遵守我的道，在律法上徇人的情面。”
