因為他援救呼救的窮人，也援救困苦人和無人幫助的。他顧惜貧寒和窮人，拯救窮人的性命。他贖救他們脫離欺凌和強暴；他們的血、他看為寶貴。

因此永恆主以色列的上帝為了斥責那些牧養他人民的牧民者就這麼說：『你們、使我的羊羣四散，而趕逐他們，並沒有巡察而看顧他們。看吧，我必鑒察你們行為之敗壞而察罰你們：這是永恆主發神諭說的。我、我必將我羊羣中所餘剩的、從我放逐他們到的列國之地、招集返回他們的莊舍，使他們生殖而繁多。

主永恆主這麼說：看哪，我跟牧民者為敵；我必向他們手裏追討我的羊，使他們停止牧養我羊的責任；牧人就不得以再牧養自己。我必搶救我的羊脫離他們的口，不再做他們的食物。

於是我替販賣羣羊的人牧養這定被殺戮的羊羣。我取了兩根棍杖：一根我給叫做「溫和愉快」，一根我給叫做「聯繫和諧」；這樣、我就牧養了羣羊了。一個月之內我抹除了那三個牧民者；因為我的心厭煩他們，他們的心也憎嫌了我。我就說：『我不牧養你們了；那將要死的、由他死吧；那將要被抹除的、由他被抹除吧；那些餘剩的、由他們彼此喫彼此的肉吧。』
