因為，窮乏人呼求的時候，他要搭救；沒有人幫助的困苦人，他也要搭救。他要憐恤貧寒和窮乏的人，拯救窮苦人的性命。他要救贖他們脫離欺壓和強暴；他們的血在他眼中看為寶貴。

耶和華－以色列的神斥責那些牧養他百姓的牧人，如此說：「你們趕散我的羊羣，並沒有看顧他們；我必討你們這行惡的罪。這是耶和華說的。我要將我羊羣中所餘剩的，從我趕他們到的各國內招聚出來，領他們歸回本圈；他們也必生養眾多。

主耶和華如此說：我必與牧人為敵，必向他們的手追討我的羊，使他們不再牧放羣羊；牧人也不再牧養自己。我必救我的羊脫離他們的口，不再作他們的食物。」

於是，我牧養這將宰的羣羊，就是羣中最困苦的羊。我拿着兩根杖，一根我稱為「榮美」，一根我稱為「聯索」。這樣，我牧養了羣羊。一月之內，我除滅三個牧人，因為我的心厭煩他們；他們的心也憎嫌我。我就說：「我不牧養你們。要死的，由他死；要喪亡的，由他喪亡；餘剩的，由他們彼此相食。」
