因为贫穷人呼求的时候，他就搭救；没有人帮助的困苦人，他也搭救。他必怜恤软弱和贫穷的人，拯救贫穷人的性命。他要救他们脱离欺凌和强暴，他们的血在他眼中看为宝贵。

因此，耶和华以色列的神论到牧养他（“他”原文作“我”）子民的牧人这样说：“你们使我的羊群四散，把它们赶走，并没有看顾它们；看哪！我必因你们的恶行惩罚你们。”这是耶和华的宣告。“我要亲自把我羊群中余剩的，从我把它们赶逐到的各地，招聚出来，领它们归回自己的羊圈，使它们繁殖增多。

主耶和华这样说：看哪！我要与众牧者为敌；我必向他们追讨我的羊，使他们不再牧养羊群，也不再牧养自己。我必救我的羊脱离他们的口，不再作他们的食物。

于是，我牧养这将被宰杀的羊群，就是羊群中最困苦的；我取了两根杖，一根我称为“恩宠”，另一根称为“联合”。这样我就牧养了羊群。在一个月之内我除灭了三个牧人。我的心厌烦他们，他们的心也讨厌我。我就说：“我不再牧养你们了；那将要死的，让他死吧！那将要被除灭的，让他被除灭吧；那些余剩的，让他们彼此吞食对方的肉吧！”
