尼布甲尼撒王差遣人將總督、欽差、巡撫、參謀、財務、司法、審判官、和各省官員、都召集了來，來赴尼布甲尼撒王所立的像的開光禮。

大利烏實行他的旨意、立了一百二十個總督來管理國家；散於全國各地。又在他們以上立了總長三人（但以理是其中之一），使這些總督向他們三人呈報告，免得王精神受虧損。

說：『王若以為好，我若在王面前蒙恩寵，這事在王面前若看為對，我在王眼中若得了王的喜悅，就請寫下勅令、取消亞甲族哈米大他的兒子哈曼所計謀的詔書，就是他所寫下來要除滅在王各省的猶大人的。

正月十三日王的書記們就被召了來，照哈曼一切所吩咐的，寫下了勅令、給王的眾藩臣，給一省一省的巡撫，給一族一族的首領；一省一省用自己的文字，一族一族用自己的方言；奉亞哈隨魯王的名寫的，又用王的打印戒指蓋上了印的。

在御門那裏的、王的一切臣僕都屈身下拜哈曼，因為關於哈曼的事、王曾經這樣吩咐。惟獨末底改卻不屈身，不下拜。在御門那裏的、王的臣僕便問末底改說：『為甚麼惟獨你越犯王的命令呢？』他們天天勸他，他還是不聽，他們就告訴哈曼，要看末底改的事站得住站不住，因為他已經把自己是猶大人告訴他們。哈曼見末底改不屈身，不向他下拜，就烈怒填胸。他們既把末底改屬哪一民族的事告訴了哈曼，哈曼就以為單下手害末底改一人是有損了威風，就想法子要將亞哈隨魯王全國所有的猶大人、末底改的本族、都消滅掉。
