在御門那裡王所有的臣僕都向哈曼屈身下拜，因為王如此吩咐；但末迪凱既不屈身，也不下拜。在御門那裡王的臣僕們就問末迪凱：「你為什麼違背王的命令呢？」他們天天勸他，他還是不聽；他們就告訴哈曼，要看看末迪凱所說的是否站得住腳，因為末迪凱已經把自己是猶太人的事告訴了他們。哈曼看到末迪凱不向他屈身下拜，就充滿了怒火。在他眼中看來，只對末迪凱一人下手還不夠，因為他們把末迪凱的民族告訴了哈曼；於是哈曼就圖謀除滅亞哈隨魯全國所有的猶太人，就是末迪凱本族的人。亞哈隨魯王十二年的一月，就是尼散月，有人在哈曼面前為每一個月的每一日抽普珥，就是抽籤，一直抽到十二月，就是亞達月。哈曼對亞哈隨魯王說：「有一個民族被打散，分散在你全國各省各民族之間；他們的法令與其他所有民族的都不相同，他們也不遵行王的法令，所以留下他們對王無益。如果王認為好，就請王下旨消滅他們；我將捐出一萬他連得銀子，交在管理國務的人手中，歸入國庫。」於是王從自己手上取下印戒，交給亞甲人哈米達塔的兒子哈曼——猶太人的敵人。王對哈曼說：「那銀子歸於你，這民族也歸於你；你看怎樣好，就怎樣處置他們吧！」一月十三日，王的書記們被召來，照著哈曼所吩咐的一切，給王的行政官們、管理各省的省長和各民族的首領下旨，用各省的文字給各個省，用各民族的語言給各個民族，以亞哈隨魯王的名義下旨，又用王的印戒封印。詔書藉著信使們的手傳送給王的各省：要各省在十二月（亞達月）十三日，一天之內，把所有的猶太人，無論老少、孩童或婦女，都除滅、擊殺、消滅，並且掠奪他們的財物。這文書的副本以法令的形式在各個省頒布，通告各民族，讓他們為這一天做好準備。信使們被王令催促就出發，而這法令也在蘇薩城堡頒布了。那時王與哈曼坐著喝酒，蘇薩城卻陷入混亂。
