1 Peter 2 13-1 Peter 2 17
Submit yourselves for the Lord’s sake to every human authority: whether to the emperor, as the supreme authority,or to governors, who are sent by him to punish those who do wrong and to commend those who do right. For it is God’s will that by doing good you should silence the ignorant talk of foolish people.Live as free people, but do not use your freedom as a cover- up for evil; live as God’s slaves.Show proper respect to everyone, love the family of believers, fear God, honor the emperor.

Ezekiel 17:13-20
Then he took a member of the royal family and made a treaty with him, putting him under oath. He also carried away the leading men of the land,so that the kingdom would be brought low, unable to rise again, surviving only by keeping his treaty. But the king rebelled against him by sending his envoys to Egypt to get horses and a large army. Will he succeed? Will he who does such things escape? Will he break the treaty and yet escape?“‘ As surely as I live, declares the Sovereign Lord, he shall die in Babylon, in the land of the king who put him on the throne, whose oath he despised and whose treaty he broke.Pharaoh with his mighty army and great horde will be of no help to him in war, when ramps are built and siege works erected to destroy many lives. He despised the oath by breaking the covenant. Because he had given his hand in pledge and yet did all these things, he shall not escape.“‘ Therefore this is what the Sovereign Lord says: As surely as I live, I will repay him for despising my oath and breaking my covenant.I will spread my net for him, and he will be caught in my snare. I will bring him to Babylon and execute judgment on him there because he was unfaithful to me.

Romans 13:1-5
Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God.Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended. For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer. Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.
