摩西上山到上帝那裡，耶和華從山上呼喚他說：「你告訴雅各家，告訴以色列人，『我怎樣對付埃及人，你們都看見了，我好像鷹一樣把你們背在翅膀上帶到我這裡。現在，倘若你們認真聽從我的話，遵守我的約，就必在萬民中做我的子民，因為普天下都是我的。

耶和華對我說：「你要在猶大各城和耶路撒冷的街頭宣告，呼籲百姓聽從、遵行這約。

只有你可以靠近我，其他人，包括全體百姓，都不得走近。」摩西下山把耶和華的話和法令都告訴百姓，百姓齊聲回答：「我們願意遵行耶和華的一切吩咐。」摩西把耶和華的這些話記錄下來。第二天清晨，摩西在山腳築了一座壇，立了十二根柱子代表以色列的十二支派。他又吩咐以色列的青年去給耶和華獻燔祭，又獻上公牛作平安祭。摩西把祭牲的血一半放在盆裡，一半灑在壇上。他又把約書念給百姓聽，百姓聽了都說：「我們願意遵行耶和華的一切吩咐，我們願意順服。」摩西便把盆中的血灑在百姓身上，說：「這是立約的血，是耶和華按所說的話與你們立約的憑據。」

這約不同於我與他們祖先所立的約，就是我牽著他們祖先的手領他們離開埃及時所立的。雖然我是他們的丈夫，他們卻違背了我的約。這是耶和華說的。」

「你要聽這約上的話，把內容告訴猶大人和耶路撒冷的居民。

必有人回答說，『因為這地方的人背棄了他們祖先的上帝耶和華領他們出埃及時與他們所立的約，

為要接受你們的上帝耶和華與你們立的誓約。

那天，你們在何烈山站在你們的上帝耶和華面前，耶和華對我說，『把民眾招聚起來，讓他們聽我的教誨，學習一生敬畏我，並傳授給自己的兒女。』

你們要謹慎，不可忘記你們的上帝耶和華與你們所立的約，不可違背你們上帝耶和華的禁令，去製造任何形狀的神像。

祂向你們宣告祂的約，就是祂吩咐你們遵守的十誡，並寫在兩塊石版上。
