其中有兩萬四千人在耶和華的殿裡司職，六千人做官長和審判官，

從百姓中挑選有才幹的人，委派他們做千夫長、百夫長、五十夫長和十夫長管理百姓。他們負責隨時審理百姓的事，遇到難斷的案件就呈到摩西那裡，自己則審理普通的事。

訴訟雙方要站在耶和華面前，讓當值的祭司和審判官定奪。審判官要仔細審查案件，如果發現那人作偽證，

以斯哈族的基拿尼雅及其眾子做官長和士師，為以色列管理聖殿以外的事務。

如果有人不肯接受事奉你們上帝耶和華的祭司和審判官的判決，就必須處死他。如此，你們便從以色列除掉了罪惡，

當地的長老和審判官就要去測量一下屍體距附近各城邑的距離。

交給當值的利未祭司和審判官去審理。

於是，我把各支派中有智慧和受敬重的人立為你們的首領，即千夫長、百夫長、五十夫長、十夫長和其他官長，治理你們。我吩咐這些官員要聆聽案件，公正地審理同胞之間或與外族人之間的訴訟，不可偏私，不分貴賤，不懼情面，因為判決來自上帝。如果案件太難，可以交給我處理。

人人都要服從政府的權柄，因為所有的權柄都是出於上帝。現存的政權都是上帝設立的。所以，抗拒權柄，就是抗拒上帝的命令，抗拒的人必自招懲罰。掌權者不是叫行善的懼怕，而是叫作惡的懼怕。你想不怕掌權的嗎？就要行得正，這樣你會得到稱讚。要知道掌權者是上帝差遣的，對行得正的人有益處。然而，你若作惡，就該懼怕，因為他必將你繩之以法。他是上帝的僕人，代表上帝秉公行義，懲奸罰惡。所以，你們必須服從，不單是為了避免受到懲罰，也是為了良心無愧。你們納稅也是為了同樣的緣故，因為官長是上帝的僕人，負責管理這類事務。

主人就要帶他到審判官面前，讓他靠著門或門框，用錐子為他穿耳洞。這樣，他就要永遠服侍主人。

他又在猶大各堅城委任審判官，對他們說：「你們辦事必須謹慎，因為你們不是為人而是為耶和華斷案，你們斷案的時候，耶和華必與你們同在。現在你們應當敬畏耶和華，謹慎辦事，因為我們的上帝耶和華毫無不義，不偏待人，不受賄賂。」約沙法還在耶路撒冷委任一些利未人、祭司和以色列族長替耶和華斷案，審理訴訟。他們就住在耶路撒冷。約沙法訓導他們說：「你們要懷著敬畏耶和華的心，全心全意地辦事。各城中的同胞若把案件帶到你們面前，無論是殺人流血，還是有關律法、誡命、律例和典章的案件，你們都要警告他們不要得罪耶和華，免得耶和華的烈怒臨到你們和你們的同胞。你們這樣行，就沒有罪了。凡有關耶和華的事，由亞瑪利雅大祭司監督你們；凡有關君王的事，由猶大支派的族長以實瑪利的兒子西巴第雅監督你們。利未人做官長協助你們。你們要行事勇敢，願耶和華與正直的人同在！」

說：「你們不秉公行義，偏袒惡人要到何時呢？（細拉）你們要為窮人和孤兒主持公道，為貧寒和受壓迫的人伸張正義。
