其中有两万四千人在耶和华的殿里司职，六千人做官长和审判官，

从百姓中挑选有才干的人，委派他们做千夫长、百夫长、五十夫长和十夫长管理百姓。他们负责随时审理百姓的事，遇到难断的案件就呈到摩西那里，自己则审理普通的事。

诉讼双方要站在耶和华面前，让当值的祭司和审判官定夺。审判官要仔细审查案件，如果发现那人作伪证，

以斯哈族的基拿尼雅及其众子做官长和士师，为以色列管理圣殿以外的事务。

如果有人不肯接受事奉你们上帝耶和华的祭司和审判官的判决，就必须处死他。如此，你们便从以色列除掉了罪恶，

当地的长老和审判官就要去测量一下尸体距附近各城邑的距离。

交给当值的利未祭司和审判官去审理。

于是，我把各支派中有智慧和受敬重的人立为你们的首领，即千夫长、百夫长、五十夫长、十夫长和其他官长，治理你们。我吩咐这些官员要聆听案件，公正地审理同胞之间或与外族人之间的诉讼，不可偏私，不分贵贱，不惧情面，因为判决来自上帝。如果案件太难，可以交给我处理。

人人都要服从政府的权柄，因为所有的权柄都是出于上帝。现存的政权都是上帝设立的。所以，抗拒权柄，就是抗拒上帝的命令，抗拒的人必自招惩罚。掌权者不是叫行善的惧怕，而是叫作恶的惧怕。你想不怕掌权的吗？就要行得正，这样你会得到称赞。要知道掌权者是上帝差遣的，对行得正的人有益处。然而，你若作恶，就该惧怕，因为他必将你绳之以法。他是上帝的仆人，代表上帝秉公行义，惩奸罚恶。所以，你们必须服从，不单是为了避免受到惩罚，也是为了良心无愧。你们纳税也是为了同样的缘故，因为官长是上帝的仆人，负责管理这类事务。

主人就要带他到审判官面前，让他靠着门或门框，用锥子为他穿耳洞。这样，他就要永远服侍主人。

他又在犹大各坚城委任审判官，对他们说：“你们办事必须谨慎，因为你们不是为人而是为耶和华断案，你们断案的时候，耶和华必与你们同在。现在你们应当敬畏耶和华，谨慎办事，因为我们的上帝耶和华毫无不义，不偏待人，不受贿赂。”约沙法还在耶路撒冷委任一些利未人、祭司和以色列族长替耶和华断案，审理诉讼。他们就住在耶路撒冷。约沙法训导他们说：“你们要怀着敬畏耶和华的心，全心全意地办事。各城中的同胞若把案件带到你们面前，无论是杀人流血，还是有关律法、诫命、律例和典章的案件，你们都要警告他们不要得罪耶和华，免得耶和华的烈怒临到你们和你们的同胞。你们这样行，就没有罪了。凡有关耶和华的事，由亚玛利雅大祭司监督你们；凡有关君王的事，由犹大支派的族长以实玛利的儿子西巴第雅监督你们。利未人做官长协助你们。你们要行事勇敢，愿耶和华与正直的人同在！”

说：“你们不秉公行义，偏袒恶人要到何时呢？（细拉）你们要为穷人和孤儿主持公道，为贫寒和受压迫的人伸张正义。
