This word is by decree of the watchers, and the decision is by command from the holy ones. This is so that the living will know that the Most High is ruler over human kingdoms. He gives them to anyone he wants and sets the lowliest of people over them.

此由守者所定、由聖者所決、使天下人知至上者、主掌人間之國、隨意以國賜人、亦能以人間卑微者立為國主、

“‘ The decision is announced by messengers, the holy ones declare the verdict, so that the living may know that the Most High is sovereign over all kingdoms on earth and gives them to anyone he wishes and sets over them the lowliest of people.’

“‘ The decision is announced by holy messengers. So all who are alive will know that the Most High God is King. He rules over all kingdoms on earth. He gives them to anyone he wants. Sometimes he puts the least important people in charge of them.’

The sentence is by the decree of the watchers, the decision by the word of the holy ones, to the end that the living may know that the Most High rules the kingdom of men and gives it to whom he will and sets over it the lowliest of men.’

For this has been decreed by the messengers; it is commanded by the holy ones, so that everyone may know that the Most High rules over the kingdoms of the world. He gives them to anyone he chooses— even to the lowliest of people.”

This sentence is by the decree of the angelic watchers, And the decision is a command of the holy ones, In order that the living may know That the Most High is ruler over the realm of mankind, And He grants it to whomever He wishes And sets over it the lowliest of people.”

He establishes over them even the lowliest of human beings.’

You will be driven away from people to live with the wild animals. You will feed on grass like cattle and be drenched with dew from the sky for seven periods of time, until you acknowledge that the Most High is ruler over human kingdoms, and he gives them to anyone he wants.

He raises the poor from the dust and lifts the needy from the trash heap. He seats them with noblemen and gives them a throne of honor. For the foundations of the earth are the LORD’s; he has set the world on them.

Your Majesty, the Most High God gave sovereignty, greatness, glory, and majesty to your predecessor Nebuchadnezzar.Because of the greatness he gave him, all peoples, nations, and languages were terrified and fearful of him. He killed anyone he wanted and kept alive anyone he wanted; he exalted anyone he wanted and humbled anyone he wanted.But when his heart was exalted and his spirit became arrogant, he was deposed from his royal throne and his glory was taken from him.He was driven away from people, his mind was like an animal’s, he lived with the wild donkeys, he was fed grass like cattle, and his body was drenched with dew from the sky until he acknowledged that the Most High God is ruler over human kingdoms and sets anyone he wants over them.

“ By my great strength and outstretched arm, I made the earth, and the people, and animals on the face of the earth. I give it to anyone I please.So now I have placed all these lands under the authority of my servant Nebuchadnezzar, king of Babylon. I have even given him the wild animals to serve him.All nations will serve him, his son, and his grandson until the time for his own land comes, and then many nations and great kings will enslave him.

He changes the times and seasons; he removes kings and establishes kings. He gives wisdom to the wise and knowledge to those who have understanding.

Exaltation does not come from the east, the west, or the desert,for God is the Judge: He brings down one and exalts another.

“ In his place a despised person will arise; royal honors will not be given to him, but he will come during a time of peace and seize the kingdom by intrigue.

However, I have let you live for this purpose: to show you my power and to make my name known on the whole earth.

God has chosen what is insignificant and despised in the world— what is viewed as nothing— to bring to nothing what is viewed as something,

The LORD has made himself known; he has executed justice, snaring the wicked by the work of their hands. Higgaion. Selah

He raises the poor from the dust and lifts the needy from the trash heapin order to seat them with nobles— with the nobles of his people.

Still, there was no one like Ahab, who devoted himself to do what was evil in the LORD’s sight, because his wife Jezebel incited him.

Each of the four living creatures had six wings; they were covered with eyes around and inside. Day and night they never stop, saying, Holy, holy, holy, Lord God, the Almighty, who was, who is, and who is to come.

The wicked prowl all around, and what is worthless is exalted by the human race.

I will execute severe vengeance against them with furious rebukes. They will know that I am the LORD when I take my vengeance on them.’”

At the time of his distress, King Ahaz himself became more unfaithful to the LORD.

Then Micaiah said,“ Therefore, hear the word of the LORD: I saw the LORD sitting on his throne, and the whole heavenly army was standing by him at his right hand and at his left hand.And the LORD said,‘ Who will entice Ahab to march up and fall at Ramoth-gilead?’ So one was saying this and another was saying that.

And one called to another: Holy, holy, holy is the LORD of Armies; his glory fills the whole earth.

You will be driven away from people to live with the wild animals, and you will feed on grass like cattle for seven periods of time, until you acknowledge that the Most High is ruler over human kingdoms, and he gives them to anyone he wants.”At that moment the message against Nebuchadnezzar was fulfilled. He was driven away from people. He ate grass like cattle, and his body was drenched with dew from the sky, until his hair grew like eagles’ feathers and his nails like birds’ claws.But at the end of those days, I, Nebuchadnezzar, looked up to heaven, and my sanity returned to me. Then I praised the Most High and honored and glorified him who lives forever: For his dominion is an everlasting dominion, and his kingdom is from generation to generation.All the inhabitants of the earth are counted as nothing, and he does what he wants with the army of heaven and the inhabitants of the earth. There is no one who can block his hand or say to him,“ What have you done?”

I solemnly charge you before God and Christ Jesus and the elect angels to observe these things without prejudice, doing nothing out of favoritism.

He sacrificed his son in the fire, practiced witchcraft and divination, and consulted mediums and spiritists. He did a huge amount of evil in the LORD’s sight, angering him.Manasseh set up the carved image of Asherah, which he made, in the temple that the LORD had spoken about to David and his son Solomon:“ I will establish my name forever in this temple and in Jerusalem, which I have chosen out of all the tribes of Israel.I will never again cause the feet of the Israelites to wander from the land I gave to their ancestors if only they will be careful to do all I have commanded them— the whole law that my servant Moses commanded them.”But they did not listen; Manasseh caused them to stray so that they did worse evil than the nations the LORD had destroyed before the Israelites.The LORD said through his servants the prophets,“ Since King Manasseh of Judah has committed all these detestable acts— worse evil than the Amorites who preceded him had done— and by means of his idols has also caused Judah to sin,this is what the LORD God of Israel says:‘ I am about to bring such a disaster on Jerusalem and Judah that everyone who hears about it will shudder.I will stretch over Jerusalem the measuring line used on Samaria and the mason’s level used on the house of Ahab, and I will wipe Jerusalem clean as one wipes a bowl— wiping it and turning it upside down.I will abandon the remnant of my inheritance and hand them over to their enemies. They will become plunder and spoil to all their enemies,because they have done what is evil in my sight and have angered me from the day their ancestors came out of Egypt until today.’”Manasseh also shed so much innocent blood that he filled Jerusalem with it from one end to another. This was in addition to his sin that he caused Judah to commit, so that they did what was evil in the LORD’s sight.The rest of the events of Manasseh’s reign, along with all his accomplishments and the sin that he committed, are written in the Historical Record of Judah’s Kings.Manasseh rested with his ancestors and was buried in the garden of his own house, the garden of Uzza. His son Amon became king in his place.

“ As I was lying in my bed, I also saw in the visions of my mind a watcher, a holy one, coming down from heaven.He called out loudly: Cut down the tree and chop off its branches; strip off its leaves and scatter its fruit. Let the animals flee from under it, and the birds from its branches.

So I will bring the most evil of nations to take possession of their houses. I will put an end to the pride of the strong, and their sacred places will be profaned.

Then I heard the voice of the Lord asking: Who will I send? Who will go for us? I said: Here I am. Send me.

Finally Daniel, named Belteshazzar after the name of my god— and a spirit of the holy gods is in him— came before me. I told him the dream:“ Belteshazzar, head of the magicians, because I know that you have the spirit of the holy gods and that no mystery puzzles you, explain to me the visions of my dream that I saw, and its interpretation.

Let them be put to shame and terrified forever; let them perish in disgrace.May they know that you alone— whose name is the LORD— are the Most High over the whole earth.
