使女的主人們見發財的指望沒有了，就揪住保羅和西拉，拉他們到市上去見官；又帶他們到行政官長們面前，說：「這些騷擾我們城的，他們是猶太人，竟傳佈我們羅馬人所不可接受、不可遵守的規矩。」羣眾就一齊起來攻擊他們。官長們吩咐撕開他們的衣裳，用棍子打；打了許多棍，就把他們下在監裏，囑咐獄警嚴緊看守。獄警領了這樣的命令，就把他們下在內監，兩腳拴在木架上。
