正当他们要杀保罗的时候，有人把耶路撒冷发生骚乱的消息报告给罗马军营的千夫长，千夫长马上带着军兵和几个百夫长赶来了。众人一见千夫长和军队，便停止殴打保罗。

于是彼拉多命人鞭打耶稣。

这人被犹太人抓住，险些被他们杀害。我得知他是罗马公民，便带兵去救了他。

他们把保罗绑起来正要鞭打，保罗问旁边的百夫长：“未经定罪就拷打罗马公民合法吗？”百夫长一听，立刻去禀告千夫长说：“你看该怎么办？这人是罗马公民。”千夫长就来问保罗：“告诉我，你是罗马公民吗？”保罗说：“是的。”千夫长说：“我花了很多钱才当上罗马公民！”保罗说：“我生来就是。”那些准备拷问保罗的士兵立刻退下了。千夫长也害怕起来，因为发现保罗是罗马公民，他却下令捆绑了保罗。

于是，大家都一起攻击他们，官长下令剥掉他们的衣服，杖打他们。他们被毒打一顿，又被关进监狱，官长命狱卒严密看守。
