人人都要服從政府的權柄，因為所有的權柄都是出於上帝。現存的政權都是上帝設立的。所以，抗拒權柄，就是抗拒上帝的命令，抗拒的人必自招懲罰。掌權者不是叫行善的懼怕，而是叫作惡的懼怕。你想不怕掌權的嗎？就要行得正，這樣你會得到稱讚。要知道掌權者是上帝差遣的，對行得正的人有益處。然而，你若作惡，就該懼怕，因為他必將你繩之以法。他是上帝的僕人，代表上帝秉公行義，懲奸罰惡。所以，你們必須服從，不單是為了避免受到懲罰，也是為了良心無愧。你們納稅也是為了同樣的緣故，因為官長是上帝的僕人，負責管理這類事務。

第七年，耶何耶大派人召迦利人和衛兵的百夫長們到耶和華的殿裡，與他們立約，讓他們在耶和華的殿裡起誓，然後把約阿施王子帶到他們面前。

他們這樣做超過了我們的期望，並且他們按照上帝的旨意首先把自己獻給主，然後獻給我們。

耶和華除了與以色列人在何烈山立約外，還在摩押吩咐摩西與以色列人立以下的約。摩西召來所有以色列人，對他們說：「你們曾親眼見過耶和華在埃及怎樣對付法老及其臣僕和國民，怎樣降下巨大的災難，行偉大的神蹟奇事。但耶和華至今還沒有賜給你們能明白的心、能看見的眼、能聽清的耳。四十年來，我領你們走過曠野，你們身上的衣服沒有穿破，腳上的鞋子沒有穿壞；你們沒有吃餅，也沒有喝淡酒和烈酒。這是為了讓你們知道耶和華是你們的上帝。我們來到這裡的時候，希實本王西宏和巴珊王噩都來攻擊我們，我們擊敗了他們，並將佔領的土地分給呂便支派、迦得支派和瑪拿西半個支派作產業。所以，你們要謹遵這約上的話，以便你們可以凡事順利。「今天，你們全都站在你們的上帝耶和華面前，包括你們的族長、長老、官員、所有以色列男子、你們的孩子、妻子和寄居在你們中間為你們砍柴挑水的外族人，為要接受你們的上帝耶和華與你們立的誓約。這樣，祂今天將宣告你們是祂的子民、祂是你們的上帝，正如祂對你們的應許和對你們祖先亞伯拉罕、以撒和雅各的誓言。耶和華的這誓約不僅是與你們立的，也是與今天一同站在我們的上帝耶和華面前的人，以及今天不在這裡的人立的。

他們說：「我們會照你的話去做，把東西還給他們，不再向他們索債。」於是，我召來祭司，讓這些人起誓遵守自己的諾言。我抖著衣服說：「如果你們不守誓言，願上帝也這樣抖掉你們的家園和你們勞碌得來的，使你們一無所有。」全體會眾都說：「阿們！」他們讚美耶和華，民眾都遵照誓言去行。

「鑒於這一切，我們鄭重立約，記載下來。我們的首領、利未人和祭司都在上面蓋了印。」

我們的上帝耶和華曾在何烈山與我們立約，這約不是與我們祖先立的，乃是與我們今天還活著的人立的。
