你先到吉甲去，在那裡等我七天，我會到那裡獻燔祭和平安祭。我到了以後會告訴你怎麼做。」

撒母耳把所有以色列人招聚到米斯巴耶和華那裡，

現在，你們竟敢傲慢自誇，這實屬邪惡。

次日，他們向耶和華獻祭。他們代表全以色列獻上一千頭公牛、一千隻公綿羊、一千隻羊羔作燔祭，同時還獻上奠祭及許多其他祭。那一天，他們在耶和華面前歡歡喜喜地吃喝。他們再次擁立大衛的兒子所羅門做王，在耶和華面前膏立他做首領，又膏立撒督做祭司。於是，所羅門登上了耶和華所賜的王位，接替他父親大衛做王。他凡事亨通，以色列眾人都服從他，眾首領、勇士以及大衛王的眾子都效忠於他。

現在，你們所求所選的王在這裡，耶和華為你們立了一位王。如果你們敬畏耶和華，事奉祂，聽從祂的吩咐，不違背祂的命令，你們和統治你們的王都願意跟從祂，一切都會順利。如果你們不聽從耶和華的話，違背祂的命令，祂就會像從前懲罰你們的祖先一樣懲罰你們。

民眾卻不肯聽從撒母耳的話。他們說：「不，我們想要一個王治理我們，

你們都知道收割麥子的時候不會下雨。現在，我要向耶和華禱告，求祂打雷降雨，好讓你們知道，你們要求立王在耶和華眼中是多麼大的罪。」

你曾求我為你設立君王和首領，現在拯救你的君王在哪裡呢？在各城管理你的首領在哪裡呢？我在憤怒中賜給你君王，也在憤怒中廢黜他們。
