Samuel explained to the people the rights and duties of the king who ruled over them. He wrote them down in a book. He placed it in front of the Lord in the holy tent. Then he sent the people away. He sent each of them to their own homes.

He said,“ This is what the king who will reign over you will claim as his rights: He will take your sons and make them serve with his chariots and horses, and they will run in front of his chariots.Some he will assign to be commanders of thousands and commanders of fifties, and others to plow his ground and reap his harvest, and still others to make weapons of war and equipment for his chariots.He will take your daughters to be perfumers and cooks and bakers.He will take the best of your fields and vineyards and olive groves and give them to his attendants.He will take a tenth of your grain and of your vintage and give it to his officials and attendants.Your male and female servants and the best of your cattle and donkeys he will take for his own use.He will take a tenth of your flocks, and you yourselves will become his slaves.When that day comes, you will cry out for relief from the king you have chosen, but the Lord will not answer you in that day.”

When you enter the land the Lord your God is giving you and have taken possession of it and settled in it, and you say,“ Let us set a king over us like all the nations around us,”be sure to appoint over you a king the Lord your God chooses. He must be from among your fellow Israelites. Do not place a foreigner over you, one who is not an Israelite.The king, moreover, must not acquire great numbers of horses for himself or make the people return to Egypt to get more of them, for the Lord has told you,“ You are not to go back that way again.”He must not take many wives, or his heart will be led astray. He must not accumulate large amounts of silver and gold.When he takes the throne of his kingdom, he is to write for himself on a scroll a copy of this law, taken from that of the Levitical priests.It is to be with him, and he is to read it all the days of his life so that he may learn to revere the Lord his God and follow carefully all the words of this law and these decreesand not consider himself better than his fellow Israelites and turn from the law to the right or to the left. Then he and his descendants will reign a long time over his kingdom in Israel.

Remind the people to be subject to rulers and authorities, to be obedient, to be ready to do whatever is good,

“‘ This is what the Sovereign Lord says: If the prince makes a gift from his inheritance to one of his sons, it will also belong to his descendants; it is to be their property by inheritance.If, however, he makes a gift from his inheritance to one of his servants, the servant may keep it until the year of freedom; then it will revert to the prince. His inheritance belongs to his sons only; it is theirs.The prince must not take any of the inheritance of the people, driving them off their property. He is to give his sons their inheritance out of his own property, so that not one of my people will be separated from their property.’”

Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God.Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves.For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing.Give to everyone what you owe them: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor.

Submit yourselves for the Lord’s sake to every human authority: whether to the emperor, as the supreme authority,or to governors, who are sent by him to punish those who do wrong and to commend those who do right.

for kings and all those in authority, that we may live peaceful and quiet lives in all godliness and holiness.

“‘ This is what the Sovereign Lord says: You have gone far enough, princes of Israel! Give up your violence and oppression and do what is just and right. Stop dispossessing my people, declares the Sovereign Lord.You are to use accurate scales, an accurate ephah and an accurate bath.
