泰尔王希兰写信给所罗门说：“耶和华爱祂的子民，所以立你做他们的王。

耶和华说：“看啊，时候将到，我要为大卫选立一个公义的苗裔，使他执掌王权。他必秉公行义，治国有方。在他掌权的日子，犹大必得拯救，以色列必国泰民安。他将被称为‘耶和华是我们的公义’。”

“看啊，我所扶持、所拣选、所喜悦的仆人，我已将我的灵赐给祂，祂必将正义带给万邦。

“他信靠耶和华，让耶和华救他吧！既然耶和华喜悦他，让耶和华拯救他吧！”

愿他的名流芳百世，如日长存。愿万国都因他而蒙福，都称颂他。以色列的上帝耶和华当受称颂，唯有祂行奇妙的事。愿祂荣耀的名永受称颂！愿普天下充满祂的荣耀。阿们！阿们！

以色列的上帝告诉我，以色列的磐石对我说，‘以公义治理人民，敬畏上帝的君王，

你让以色列人永远做你的子民，你耶和华做他们的上帝。

掌权者不是叫行善的惧怕，而是叫作恶的惧怕。你想不怕掌权的吗？就要行得正，这样你会得到称赞。要知道掌权者是上帝差遣的，对行得正的人有益处。然而，你若作恶，就该惧怕，因为他必将你绳之以法。他是上帝的仆人，代表上帝秉公行义，惩奸罚恶。

看啊，必有一位君王以公义治国，官员们必秉公施政。每人都像躲避狂风暴雨的庇护所，如荒漠中的溪流，又似干旱之地遮荫的大磐石。

祂拯救我，领我到宽阔之地，因为祂喜悦我。

祂的国必长治久安。祂必坐在大卫的宝座上以公平和公义治国，使国家永固。万军之耶和华必热切地成就此事。

而是因为祂爱你们，遵守祂向你们祖先所起的誓。因此，祂用大能的手把你们从受奴役的地方领出来，从埃及王法老手中救赎了你们。

你不再被称为“弃妇”，你的土地不再被称为“荒凉之地”。你要被称为“主喜悦的人”，你的土地要被称为“有夫之妇”，因为耶和华必喜爱你，做你土地的丈夫。

而是按公义审判贫穷人，以公正为受苦者断案。他必用口中的杖击打世界，以嘴里的气杀戮恶人。公义必作他的腰带，信实必作他肋下的带子。

君王靠我安邦定国，首领借我秉公行义，王公大臣靠我治理天下，官宦贵胄凭我公正断案。
