夫官長之可懼、惟於犯罪作惡者為然。苟能守分安己、亦何懼之有？爾願不惴其權威乎？則宜行善。如此彼將賞爾之不暇、奚遑加爾以刑哉！

For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.

If you do what is right, you won’t need to be afraid of your rulers. But watch out if you do what is wrong! You don’t want to be afraid of those in authority, do you? Then do what is right, and you will be praised.

王的威嚇如獅子吼叫，激怒他的是自害己命。

「人與人若有爭訟，要求審判，當宣判義人為義，惡人有罪的時候，

掌權者的怒氣若向你發作，不要離開你的本位，因為鎮定能平息大過。我見日光之下有一件禍患，似乎出於統治者的錯誤，就是愚昧人立在高位；有錢人卻坐在低位。

君王的恩寵臨到智慧的臣僕；但其憤怒臨到蒙羞的臣僕。

難道你作王就是要蓋香柏木樓房爭勝的嗎？你的父親豈不是也吃也喝，也施行公平和公義嗎？那時他得了福樂。他為困苦和貧窮的人伸冤，那時就得了福樂。認識我不就在此嗎？這是耶和華說的。你的眼和你的心卻專顧不義之財，流無辜人的血，行欺壓和殘暴。所以，耶和華論到約西亞的兒子猶大王約雅敬如此說：人必不為他舉哀：「哀哉，我的哥哥！哀哉，我的姊姊！」也不為他舉哀：「哀哉，我的主！哀哉，我主的榮華！」

你們為主的緣故要順服人的一切制度，或是在上的君王，或是君王所派懲惡賞善的官員。

你們若熱心行善，有誰會害你們呢？即使你們為義受苦，也是有福的。不要怕人的威嚇，也不要驚慌；

因為他是上帝的用人，是與你有益的。你若作惡，就該懼怕，因為他不是徒然佩劍；他是上帝的用人，為上帝的憤怒，報應作惡的。
