夫官長之可懼、惟於犯罪作惡者為然。苟能守分安己、亦何懼之有？爾願不惴其權威乎？則宜行善。如此彼將賞爾之不暇、奚遑加爾以刑哉！

For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.

If you do what is right, you won’t need to be afraid of your rulers. But watch out if you do what is wrong! You don’t want to be afraid of those in authority, do you? Then do what is right, and you will be praised.

王的威吓如狮子吼叫，激怒他的是自害己命。

“人与人若有争讼，要求审判，当宣判义人为义，恶人有罪的时候，

掌权者的怒气若向你发作，不要离开你的本位，因为镇定能平息大过。我见日光之下有一件祸患，似乎出于统治者的错误，就是愚昧人立在高位；有钱人却坐在低位。

君王的恩宠临到智慧的臣仆；但其愤怒临到蒙羞的臣仆。

难道你作王就是要盖香柏木楼房争胜的吗？你的父亲岂不是也吃也喝，也施行公平和公义吗？那时他得了福乐。他为困苦和贫穷的人伸冤，那时就得了福乐。认识我不就在此吗？这是耶和华说的。你的眼和你的心却专顾不义之财，流无辜人的血，行欺压和残暴。所以，耶和华论到约西亚的儿子犹大王约雅敬如此说：人必不为他举哀：“哀哉，我的哥哥！哀哉，我的姊姊！”也不为他举哀：“哀哉，我的主！哀哉，我主的荣华！”

你们为主的缘故要顺服人的一切制度，或是在上的君王，或是君王所派惩恶赏善的官员。

你们若热心行善，有谁会害你们呢？即使你们为义受苦，也是有福的。不要怕人的威吓，也不要惊慌；

因为他是上帝的用人，是与你有益的。你若作恶，就该惧怕，因为他不是徒然佩剑；他是上帝的用人，为上帝的愤怒，报应作恶的。
