有司非使行善者畏、乃使行惡者畏、爾欲不畏秉權者乎、惟行善、則可得其褒獎、

夫官長之可懼、惟於犯罪作惡者為然。苟能守分安己、亦何懼之有？爾願不惴其權威乎？則宜行善。如此彼將賞爾之不暇、奚遑加爾以刑哉！

For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.

If you do what is right, you won’t need to be afraid of your rulers. But watch out if you do what is wrong! You don’t want to be afraid of those in authority, do you? Then do what is right, and you will be praised.

王的震怒好像狮子的吼叫；触怒他的是自害己命。

“如果人与人之间有争讼的事，就上法庭去；审判官审判他们的时候，要定义人有理，定恶人有罪；

如果掌权者向你发怒，你不要离开原位，因为柔顺能免大过。在日光之下我看见一件憾事，好像是出于官长无意的错误，就是愚昧人得居众多高位，富有的人却处卑位。

明慧的臣仆，为王喜悦；贻羞的仆人，遭王震怒。

难道你是用香柏木争胜来表明王的身分吗？你父亲不是也吃也喝，也施行公正和公义吗？那时他得享福乐。他为困苦和贫穷人伸冤，那时他得享福乐。这不是认识我的真义吗？”这是耶和华的宣告。“但你的眼你的心什么都不顾，只顾你的不义之财，只知流无辜人的血，施行欺压和迫害的事。”因此，论到犹大王约西亚的儿子约雅敬，耶和华这样说：“人必不为他哀伤，说：‘哀哉，我哥哥！’‘哀哉，我姊姊！’人必不为他哀伤，说：‘哀哉，主上！’‘哀哉，尊荣的王！’

你们为主的缘故，要顺服人的一切制度，无论是至尊的君王，或是君王所派赏善罚恶的官员；

如果你们热心行善，有谁能害你们呢？就算你们要为义受苦，也是有福的。“不要怕人的恐吓，也不要畏惧。”

因为他是神的仆役，是对你有益的。但如果你作恶，就应当惧怕；因为他佩剑，不是没有作用的。他是神的仆役，是向作恶的人施行刑罚的。
