有司不令善人畏、使惡人畏、爾欲不畏居位者、惟行善、可得其褒、

有司非使行善者畏、乃使行惡者畏、爾欲不畏秉權者乎、惟行善、則可得其褒獎、

夫官長之可懼、惟於犯罪作惡者為然。苟能守分安己、亦何懼之有？爾願不惴其權威乎？則宜行善。如此彼將賞爾之不暇、奚遑加爾以刑哉！

For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.

If you do what is right, you won’t need to be afraid of your rulers. But watch out if you do what is wrong! You don’t want to be afraid of those in authority, do you? Then do what is right, and you will be praised.

君王震怒如獅子咆哮，觸怒他的人自尋死路。

「如果發生糾紛，雙方告上法庭，審判官要判明是非。

如果當權的人向你大發雷霆，不要因此就離開崗位，因為平心靜氣能避免大錯。我發現日光之下有一件可悲的事，似乎是掌權者所犯的錯誤：愚人身居許多高位，富人卻屈居在下。

明智的臣子蒙王喜悅，可恥的僕人惹王發怒。

難道你大肆使用香柏木就能顯出你做王的氣派嗎？你父親也吃也喝，但他秉公行義，所以他凡事順利；他為困苦和貧窮的人伸冤，所以他凡事順利。這才是真正認識我。這是耶和華說的。可是，你一心貪圖不義之財，濫殺無辜，橫徵暴斂。」因此，論到猶大王約西亞的兒子約雅敬，耶和華說：「沒有人會為他哀悼說，『唉，我的弟兄啊！唉，我的姊妹啊！』沒有人會為他哀悼說，『唉，主人啊！唉，他的尊榮！』

為主的緣故，你們要服從人間的一切權柄，不管是居首位的君王，還是被君王派來賞善罰惡的官員。

如果你們熱心行善，有誰會害你們呢？就算你們為義受苦，也是有福的。不要害怕別人的恐嚇，也不要驚慌，

要知道掌權者是上帝差遣的，對行得正的人有益處。然而，你若作惡，就該懼怕，因為他必將你繩之以法。他是上帝的僕人，代表上帝秉公行義，懲奸罰惡。
