For the scripture says to Pharaoh:“ For this very purpose I have raised you up, that I may demonstrate my power in you, and that my name may be proclaimed in all the earth.”So then, God has mercy on whom he chooses to have mercy, and he hardens whom he chooses to harden.You will say to me then,“ Why does he still find fault? For who has ever resisted his will?”

The LORD said to Moses,“ Go to Pharaoh, for I have hardened his heart and the heart of his servants, in order to display these signs of mine before him,

“ When you assist the Hebrew women in childbirth, observe at the delivery: If it is a son, kill him, but if it is a daughter, she may live.”

During that long period of time the king of Egypt died, and the Israelites groaned because of the slave labor. They cried out, and their desperate cry because of their slave labor went up to God.

Then the LORD said to Abram,“ Know for certain that your descendants will be strangers in a foreign country. They will be enslaved and oppressed for four hundred years.

The LORD said to Moses,“ When you go back to Egypt, see that you do before Pharaoh all the wonders I have put under your control. But I will harden his heart and he will not let the people go.

But King Sihon of Heshbon was unwilling to allow us to pass near him because the LORD our God had made him obstinate and stubborn so that he might deliver him over to you this very day.
