the assembly must judge between the accused and the avenger of blood according to these regulations.

Then the court must decide between the person who did the act and the nearest male relative of the one who was killed. Here are the rules the court must follow.

then the congregation shall judge between the manslayer and the avenger of blood, in accordance with these rules.

If this should happen, the community must follow these regulations in making a judgment between the slayer and the avenger, the victim’s nearest relative:

And he shall dwell in that city, until he stand before the congregation for judgment,[ and] until the death of the high priest that shall be in those days: then shall the slayer return, and come unto his own city, and unto his own house, unto the city from whence he fled.

And they shall be unto you cities for refuge from the avenger; that the manslayer die not, until he stand before the congregation in judgment.
