They will be places of refuge from the avenger, so that anyone accused of murder may not die before they stand trial before the assembly.

They will be places of safety for them. People will be safe there from those who want to kill them. Then anyone charged with murder will not die before their case has been brought to the community court.

The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment.

These cities will be places of protection from a dead person’s relatives who want to avenge the death. The slayer must not be put to death before being tried by the community.

They shall take him into the city with them, and give him a place, that he may live among them.If the avenger of blood pursues him, then they shall not deliver up the man slayer into his hand; because he struck his neighbor unintentionally, and didn’t hate him before.He shall dwell in that city until he stands before the congregation for judgment, until the death of the high priest that shall be in those days. Then the man slayer shall return, and come to his own city, and to his own house, to the city he fled from.’”

then the congregation shall judge between the striker and the avenger of blood according to these ordinances.The congregation shall deliver the man slayer out of the hand of the avenger of blood, and the congregation shall restore him to his city of refuge, where he had fled. He shall dwell therein until the death of the high priest, who was anointed with the holy oil.“‘ But if the man slayer shall at any time go beyond the border of his city of refuge where he flees,and the avenger of blood finds him outside of the border of his city of refuge, and the avenger of blood kills the man slayer, he shall not be guilty of blood,

The avenger of blood shall himself put the murderer to death. When he meets him, he shall put him to death.

But if any man hates his neighbor, lies in wait for him, rises up against him, strikes him mortally so that he dies, and he flees into one of these cities;then the elders of his city shall send and bring him there, and deliver him into the hand of the avenger of blood, that he may die.

Behold, the whole family has risen against your servant, and they say,‘ Deliver him who struck his brother, that we may kill him for the life of his brother whom he killed, and so destroy the heir also.’ Thus they would quench my coal which is left, and would leave to my husband neither name nor remainder on the surface of the earth.”

These were the appointed cities for all the children of Israel, and for the alien who lives among them, that whoever kills any person unintentionally might flee there, and not die by the hand of the avenger of blood, until he stands trial before the congregation.
