They will be places of refuge from the avenger, so that anyone accused of murder may not die before they stand trial before the assembly.

They will be places of safety for them. People will be safe there from those who want to kill them. Then anyone charged with murder will not die before their case has been brought to the community court.

The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment.

then the congregation shall judge between the manslayer and the avenger of blood according to these judgments.So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and he shall remain there until the death of the high priest who was anointed with the holy oil.But if the manslayer at any time goes outside the limits of the city of refuge where he fled,and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of blood,

The avenger of blood himself shall put the murderer to death; when he meets him, he shall put him to death.

“ But if anyone hates his neighbor, lies in wait for him, rises against him and strikes him mortally, so that he dies, and he flees to one of these cities,then the elders of his city shall send and bring him from there, and deliver him over to the hand of the avenger of blood, that he may die.

And now the whole family has risen up against your maidservant, and they said,‘ Deliver him who struck his brother, that we may execute him for the life of his brother whom he killed; and we will destroy the heir also.’ So they would extinguish my ember that is left, and leave to my husband neither name nor remnant on the earth.”

These were the cities appointed for all the children of Israel and for the stranger who dwelt among them, that whoever killed a person accidentally might flee there, and not die by the hand of the avenger of blood until he stood before the congregation.
