They will be places of refuge from the avenger, so that anyone accused of murder may not die before they stand trial before the assembly.

They will be places of safety for them. People will be safe there from those who want to kill them. Then anyone charged with murder will not die before their case has been brought to the community court.

The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment.

These cities will be places of protection from a dead person’s relatives who want to avenge the death. The slayer must not be put to death before being tried by the community.

好使那出於錯誤、並非蓄意殺人的，可以逃到那裡去；這些城要成為你們逃避報血仇的人的避難所。那殺人的要逃到這些城中的一座，站在城門口，把自己的事情向城中的眾長老述說，長老就要把他接入城中，到他們那裡，並要給他地方，使他可以住在他們中間。如果報血仇的人追趕他，長老不可把他交在報血仇的人手裡，因為他並非蓄意殺人，他以前與他並沒有仇恨。那殺人的要住在那城裡，直到他站在會眾面前受審；等到當時的大祭司死了，才可以回到本城本家，回到他逃出來的城那裡。’”

這樣，會眾就要照著典章，在打死人的和報血仇的人中間施行裁判。會眾要把誤殺人的，從報血仇的人手中救出來；把他送回他所逃到的避難城去，他要住在那裡，直到受聖膏的大祭司死了。但誤殺人的，若是出了他逃進的避難城的境界，報血仇的在避難城境外遇著他，把他殺了，報血仇的就沒有犯流人血的罪。

報血仇的，要親自把那故意殺人的殺死；一遇見他，就可以殺死他。

“但是，如果有人恨他的鄰舍，埋伏著等他，起來攻擊他，把他殺死了，然後逃到這些城中的一座；他本城的長老要派人去，把他從那裡帶出來，交在報血仇的人手中，好把他處死。

看哪！現在全家族的人都起來攻擊婢女，說：‘你要把那擊殺他兄弟的兇手交出來，好讓我們把他處死，以償他兄弟的命，也可以滅絕那繼承產業的。’這樣他們要使我所剩下的炭火也都熄滅了，不讓我丈夫在這世上留下名字，或留下後代。”

這些都是為所有的以色列人，和在他們中間寄居的外族人所指定的城，讓誤殺人的可以逃到那裡，不致死在報血仇的人手裡，直到他站在會眾面前受審為止。
