會眾就要照這些律例在誤殺人者與復仇者之間做出判決。會眾要把誤殺人者從復仇者手裡救出來，讓他回到他原先逃往的避難城。他要住在那裡，一直住到受聖油膏立的大祭司逝世。但倘若誤殺人者離開避難城，復仇者在城外找到他，將他殺死也不用擔血債。

報仇的人要親自處死故意殺人者，一找到他就要處死他。

「如果有人因憎恨鄰居而暗中埋伏，殺了鄰居，然後逃到避難城，他本城的長老要派人去把他帶回來，交給復仇的人，將他處死。

現在整個家族都起來反對婢女，說，『把那打死親兄弟的兇手交出來，我們要他以命償命，除掉這個繼承人。』他們要斷了我家的香火，使婢女的丈夫既不能留名，也不能留後。」

這是為以色列人和那些從外地來寄居的人所設立的避難城，誤殺了人的可以逃到那裡，不致未在會眾面前受審便死在報仇的人手裡。
