第二天、摩西坐着審判人民，人民從早到晚都站在摩西左右。摩西的岳父看見他向人民所作的一切事，就說：『你向人民這樣作、怎麼行呢？你為甚麼獨自坐着，而人民卻從早到晚都在你左右立着呢？』

如今你要聽我的話；我給你出個主意；願上帝和你同在；你要代表人民到上帝面前，將案件呈報上帝；將律例和法度開導他們，讓他們知道所應當走的路、應當作的事。你並且要從眾民之間物色有才德敬畏上帝的人、可信可靠、恨惡不義之財的人，設立他們為千夫長、百夫長、五十夫長、十夫長，去管理眾民；叫他們隨時審判人民；所有大的案件、他們要呈到這裏來，所有小的案件、他們可以自己判斷：這樣，你就輕省些，他們也可以和你一同擔當。你若這樣行，上帝也這樣吩咐你，你就能站得住，這眾民也就能夠安安然然回到他們的地方去。』於是摩西聽從他岳父的話，都照他岳父所說的去行。摩西從全以色列眾人中揀選了有才德的人，讓他們做人民的首領，做千夫長、百夫長、五十夫長、十夫長。他們隨時審判人民；有困難的案件，就呈到摩西那裏；所有小案件、他們自己去判斷。

『在你城內若有案件在流血與流血之間、辯訴與辯訴之間、毆打與毆打之間、爭訟的點太離奇、不是你所能判斷的，那麼你就要起來，上永恆主你的上帝所要選擇的地方，去見祭司利未人和當日做審判官的、去查問，他們便會將判斷的話向你宣告。你要按照他們從永恆主所要選擇的那地方向你宣告的話去行；照他們所指教你的一切事謹慎遵行；

那些遇見撿柴人的、就把他帶到摩西、亞倫和全會眾那裏。他們把那人安置在看守所裏，因為須要怎樣辦他、還未明示出來。
