到了七月，以色列人已安居各城，他們萬眾一心地聚集在耶路撒冷。約薩達的兒子耶書亞及其他祭司、撒拉鐵的兒子所羅巴伯及其親屬，一起重新築造以色列上帝的祭壇，為要照上帝的僕人摩西在律法書上的記載在壇上獻燔祭。他們雖然懼怕當地的居民，還是在原來的根基上重建祭壇，並早晚在上面向耶和華獻燔祭。他們照律法書的記載守住棚節，每天按規定的數目獻上燔祭。之後，他們獻上日常的燔祭，並在朔日和耶和華所定的一切節期獻祭，又向耶和華獻上自願獻的祭。儘管耶和華殿的根基還沒有立好，從七月一日起，他們就開始向耶和華獻燔祭。他們付給石匠和木匠銀子，並經波斯王塞魯士批准，供給泰爾人和西頓人食物、酒和油，換取他們把香柏木從黎巴嫩經海路運到約帕。在回到耶路撒冷上帝殿的第二年二月，撒拉鐵的兒子所羅巴伯、約薩達的兒子耶書亞及其祭司和利未親族，以及所有從流亡之地回到耶路撒冷的人，開始重建耶和華的殿，並派二十歲以上的利未人做督工。何達威雅的後裔，即耶書亞及其子孫和弟兄、甲篾及其子孫，與利未人希拿達的子孫及其弟兄同心協力地監督在上帝殿裡做工的人。工人立耶和華殿的根基時，祭司身穿禮服拿著號角，利未人亞薩的子孫拿著鈸各就各位，照以色列王大衛所定的規矩讚美耶和華。他們彼此唱和，讚美、稱謝耶和華，說：「祂是美善的，因為祂向以色列人永施慈愛！」所有人都高聲歡呼讚美耶和華，因為耶和華殿的根基已經立好。許多曾見過舊殿的年長的祭司、利未人和族長看見這殿的根基，不禁放聲大哭，也有很多人高聲歡呼。人們無法分辨是痛哭聲還是歡呼聲，因為眾人都大聲呼喊，聲音傳到遠處。

人應該遵循耶和華的訓誨和法度。人若不遵循祂的話，必看不到曙光。

於是，從但到別示巴以及基列的全體以色列人萬眾一心，來到米斯巴，聚集在耶和華面前。

他們經過泉門，沿大衛城的臺階，順城牆的地勢而上，經過大衛的宮殿，走到東面的水門。

於是，民眾都出去取來樹枝，在自家的屋頂上、庭院裡、上帝殿的院子裡、水門的廣場上和以法蓮門的廣場上搭棚。

「你們要記住我僕人摩西的律法，就是我在何烈山藉著他傳給以色列人的律例和典章。

「看啊，我派先知、智者和律法教師到你們當中，有的會遭到你們的殺害，被你們釘在十字架上；有的會在會堂裡被你們鞭打，被你們從這城追到那城。

「你們怎能說，『我們有智慧，因為我們有耶和華的律法』？事實上，律法教師撒謊的筆把律法篡改了。智者必蒙羞辱，受驚嚇，被捉拿。看啊，他們既棄掉耶和華的話，哪裡還有智慧可言呢？

眾人起來異口同聲地說：「我們誰也不回帳篷，誰也不回家。

耶穌說：「律法教師成為天國的門徒後，就像一個家的主人，能從他的庫房裡拿出新的和舊的東西來。」

「虛偽的律法教師和法利賽人啊，你們有禍了！因為你們當著人們的面關閉天國之門，自己不進去，也不讓別人進去。

「律法教師和法利賽人坐在摩西的位子上講授律法。

律法教師以斯拉站在為這聚會預備的木臺上，站在他右邊的是瑪他提雅、示瑪、亞奈雅、烏利亞、希勒迦和瑪西雅；站在他左邊的是毗大雅、米沙利、瑪基雅、哈順、哈拔大拿、撒迦利亞和米書蘭。以斯拉站在高處，他在全體會眾面前一打開書卷，他們都站了起來。以斯拉稱頌偉大的上帝耶和華，全體民眾都舉手應聲說：「阿們！阿們！」他們又面伏於地，俯伏敬拜耶和華。耶書亞、巴尼、示利比、雅憫、亞谷、沙比太、荷第雅、瑪西雅、基利他、亞撒利雅、約撒拔、哈難、毗萊雅和利未人幫助民眾明白律法，當時民眾都站在自己的地方。他們宣讀上帝的律法書，並解釋清楚，使民眾明白所宣讀的。全體民眾聽到律法書上的話都哭了。尼希米省長、律法教師以斯拉祭司和教導民眾的利未人對他們說：「今天是你們上帝耶和華的聖日，不要悲哀、哭泣。」
