但那些受过痛苦的人必不再遇见黑暗。从前，耶和华使西布伦人和拿弗他利人住的地方受人藐视，日后必使这些地方，即约旦河对岸、沿海一带、外族人居住的加利利得到荣耀。

拿弗他利支派的哈末·多珥、加珥坦和加利利的避难城基低斯三座城及其草场。

于是，民众便设立拿弗他利山区加利利境内的基低斯、以法莲山区的示剑和犹大山区的基列·亚巴，即希伯仑作为避难城。
