He said:“ In a certain town there was a judge who neither feared God nor cared what people thought.

“ There was a judge in a certain city,” he said,“ who neither feared God nor cared about people.

The righteous is concerned for the rights of the poor; The wicked does not understand such concern.

For a while he was unwilling; but later he said to himself,‘ Even though I do not fear God nor respect any person,

“ Their mouth is full of cursing and bitterness”;“ Their feet are swift to shed blood,Destruction and misery are in their paths,And they have not known the way of peace.”“ There is no fear of God before their eyes.”

And I said,“ Hear now, you leaders of Jacob And rulers of the house of Israel: Is it not for you to know justice?You who hate good and love evil, Who tear off their skin from them And their flesh from their bones,Who eat the flesh of my people, Strip off their skin from them, Smash their bones, And chop them up as for the pot, And as meat in a cauldron!”

“ Behold, the rulers of Israel, each according to his power, have been among you for the purpose of shedding blood.They have treated father and mother with contempt among you. They have oppressed the stranger in your midst; they have oppressed the orphan and the widow among you.You have despised My holy things and profaned My Sabbaths.

When I went out to the gate of the city, When I took my seat in the public square,The young men saw me and hid themselves, And the old men arose and stood.The leaders stopped talking And put their hands on their mouths;The voices of the prominent people were hushed, And their tongues stuck to their palates.For when an ear heard, it called me blessed, And when an eye saw, it testified in support of me,Because I saved the poor who cried for help, And the orphan who had no helper.The blessing of the one who was about to perish came upon me, And I made the widow’s heart sing for joy.I put on righteousness, and it clothed me; My justice was like a robe and a headband.I was eyes to those who were blind, And feet to those who could not walk.I was a father to the poor, And I investigated the case which I did not know.I broke the jaws of the wicked And rescued the prey from his teeth.

Lord, our Lord, How majestic is Your name in all the earth, You who have displayed Your splendor above the heavens!From the mouths of infants and nursing babies You have established strength Because of Your enemies, To do away with the enemy and the revengeful.When I consider Your heavens, the work of Your fingers, The moon and the stars, which You have set in place;What is man that You think of him, And a son of man that You are concerned about him?

Furthermore, you shall select out of all the people able men who fear God, men of truth, those who hate dishonest gain; and you shall place these over them as leaders of thousands, of hundreds, of fifties, and of tens.Let them judge the people at all times; and let it be that they will bring to you every major matter, but they will judge every minor matter themselves. So it will be easier for you, and they will carry the burden with you.

But there is some good in you, for you have removed the Asheroth from the land and you have set your heart to seek God.”So Jehoshaphat lived in Jerusalem and went out again among the people from Beersheba to the hill country of Ephraim, and brought them back to the Lord, the God of their fathers.He appointed judges in the land in all the fortified cities of Judah, city by city.He said to the judges,“ Consider what you are doing, for you do not judge for mankind but for the Lord who is with you when you render judgment.Now then, let the fear of the Lord be upon you; be careful about what you do, for the Lord our God will have no part in injustice or partiality, or in the taking of a bribe.”In Jerusalem Jehoshaphat also appointed some of the Levites and priests, and some of the heads of the fathers’ households of Israel, for the judgment of the Lord, and to judge disputes among the inhabitants of Jerusalem.Then he commanded them, saying,“ This is what you shall do in the fear of the Lord, faithfully and wholeheartedly.

He pled the cause of the afflicted and the poor, Then it was well. Is that not what it means to know Me?” Declares the Lord.“ But your eyes and your heart Are intent only upon your own dishonest gain, And on shedding innocent blood, And on practicing oppression and extortion.”

The highways are desolate, the traveler has ceased, He has broken the covenant, he has despised the cities, He has no regard for mankind.
