於是以色列眾人都出來，從但到別是巴、以及基列地、會眾都聚集在米斯巴永恆主面前、如同一人。以色列各族派眾民的中堅人物都站在上帝人民的大眾中；能拔刀的有四十萬人。（以色列人上米斯巴、便雅憫人都聽見了。）以色列人說：『這件壞事的經過怎麼樣、請說說明白。』那「利未人」、那被殺害的婦人的丈夫、回答說：『我和我的妾到了便雅憫的基比亞去過夜。基比亞的公民起來攻打我，趁夜圍了我住的房子；想要殺我；他們將我的妾強姦致死。我就把我的妾切成塊子，送遍以色列基業的各鄉間；因為基比亞人在以色列中行了罪大惡極的醜事。你們都注意吧，以色列人哪；對於這事、你們務要發表言論和計謀。』於是眾民都起來、如同一人，說：『我們各人都不往帳棚去；我們各人都不回家去。現在對基比亞我們要這樣行：我們要憑拈鬮上去攻打它。要按以色列眾族派、每百人中取十人、每千人中取一百人，每萬人中取一千人，去為眾民取糧，使他們到達的時候、可以懲辦便雅憫的基比亞，按照他們在以色列中所行的各樣醜事應受的懲罰。』於是以色列眾人彼此連合、如同一人，大家聚集、要攻擊那城。

我可以給他們作證，他們對上帝倒有熱心，只是不按着真認識罷了。
