以色列的全會眾都聚集在示羅，把會幕設立在那裏，那地已經被他們制伏了。

「你吩咐以色列人，要從所得為業的地中把些城給利未人居住，也要把這城四圍的郊野給利未人。這城邑要歸他們居住，城邑的郊野可以牧養他們的牛羊和各樣的牲畜，又可以安置他們的財物。你們給利未人的郊野，要從城根起，四圍往外量一千肘。另外東量二千肘，南量二千肘，西量二千肘，北量二千肘，為邊界，城在當中；這要歸他們作城邑的郊野。你們給利未人的城邑，其中當有六座逃城，使誤殺人的可以逃到那裏。此外還要給他們四十二座城。你們要給利未人的城，共有四十八座，連城帶郊野都要給他們。以色列人所得的地業從中要把些城邑給利未人；人多的就多給，人少的就少給；各支派要按所承受為業之地把城邑給利未人。」

行路不要帶口袋；不要帶兩件褂子，也不要帶鞋和柺杖。因為工人得飲食是應當的。

在道理上受教的，當把一切需用的供給施教的人。

那善於管理教會的長老，當以為配受加倍的敬奉；那勞苦傳道教導人的，更當如此。因為經上說：「牛在場上踹穀的時候，不可籠住牠的嘴」；又說：「工人得工價是應當的。」

你們獻與耶和華的供地要長二萬五千肘，寬一萬肘。這聖供地要歸與祭司，北長二萬五千肘，西寬一萬肘，東寬一萬肘，南長二萬五千肘。耶和華的聖地當在其中。這地要歸與撒督的子孫中成為聖的祭司，就是那守我所吩咐的。當以色列人走迷的時候，他們不像那些利未人走迷了。這要歸與他們為供地，是全地中至聖的。供地挨着利未人的地界。利未人所得的地要長二萬五千肘，寬一萬肘，與祭司的地界相等，都長二萬五千肘，寬一萬肘。這地不可賣，不可換，初熟之物也不可歸與別人，因為是歸耶和華為聖的。這二萬五千肘前面所剩下五千肘寬之地要作俗用，作為造城蓋房郊野之地。城要在當中。城的尺寸乃是如此：北面四千五百肘，南面四千五百肘，東面四千五百肘，西面四千五百肘。城必有郊野，向北二百五十肘，向南二百五十肘，向東二百五十肘，向西二百五十肘。靠着聖供地的餘地，東長一萬肘，西長一萬肘，要與聖供地相等；其中的土產要作城內工人的食物。
