你当刚强壮胆！因为你必使这百姓承受那地为业，就是我向他们列祖起誓应许赐给他们的地。只要刚强，大大壮胆，谨守遵行我仆人摩西所吩咐你的一切律法，不可偏离左右，使你无论往哪里去，都可以顺利。

外邦为什么争闹？万民为什么谋算虚妄的事？世上的君王一齐起来，臣宰一同商议，要敌挡耶和华并他的受膏者，说：“我们要挣开他们的捆绑，脱去他们的绳索。”那坐在天上的必发笑；主必嗤笑他们。那时，他要在怒中责备他们，在烈怒中惊吓他们，说：“我已经立我的君在锡安我的圣山上了。”

你起来，这是你当办的事，我们必帮助你，你当奋勉而行。”

你们总要谨慎，不可弃绝那向你们说话的。因为，那些弃绝在地上警戒他们的尚且不能逃罪，何况我们违背那从天上警戒我们的呢？

我岂没有吩咐你吗？你当刚强壮胆！不要惧怕，也不要惊惶；因为你无论往哪里去，耶和华你的神必与你同在。”

人干犯摩西的律法，凭两三个见证人，尚且不得怜恤而死，何况人践踏神的儿子，将那使他成圣之约的血当作平常，又亵慢施恩的圣灵，你们想，他要受的刑罚该怎样加重呢！

至于我那些仇敌，不要我作他们王的，把他们拉来，在我面前杀了吧！’”

我还有末了的话：你们要靠着主，倚赖他的大能大力作刚强的人。

若有人擅敢不听从那侍立在耶和华你神面前的祭司，或不听从审判官，那人就必治死；这样，便将那恶从以色列中除掉。

你们务要警醒，在真道上站立得稳，要作大丈夫，要刚强。

在上有权柄的，人人当顺服他，因为没有权柄不是出于神的。凡掌权的都是神所命的。所以，抗拒掌权的就是抗拒神的命；抗拒的必自取刑罚。作官的原不是叫行善的惧怕，乃是叫作恶的惧怕。你愿意不惧怕掌权的吗？你只要行善，就可得他的称赞；因为他是神的用人，是与你有益的。你若作恶，却当惧怕，因为他不是空空地佩剑；他是神的用人，是伸冤的，刑罚那作恶的。所以，你们必须顺服，不但是因为刑罚，也是因为良心。

百姓对撒母耳说：“那说‘扫罗岂能管理我们’的是谁呢？可以将他交出来，我们好杀死他。”
