為什麼萬國悖逆，萬民圖謀虛妄的事呢？地上的君王們站出來，首領們一同商定，敵對耶和華和他的受膏者，說：「讓我們掙斷他們的捆綁，把他們的繩索從我們身上甩掉！」坐在天上的那一位會譏笑，主會嘲笑他們。那時他在怒氣中向他們說話，在烈怒中使他們惶恐，說：「我在錫安我的聖山上，膏立了我的王。」

你們要當心，不要拒絕向你們說話的那一位。要知道，那些拒絕了在地上警告他們的，尚且無法逃脫懲罰，更何況我們背棄從天上警告我們的那一位呢！

任何拒絕摩西律法的人，憑兩個或三個見證人的見證，就得不到憐憫而死，何況一個人踐踏了神的兒子，把那使自己成聖的立約之血看做是俗物，又侮辱了恩典的聖靈，你們想想，這個人難道不該受更厲害的懲罰嗎？

不過我的這些敵人，就是不要我做王統治他們的人，把他們帶到這裡來，在我面前殺掉！」

最後，你們要在主裡藉著他力量的權能得以剛強。

你們要警醒，在信仰上當站立得穩，要做大丈夫，要剛強；

所有的人都當服從在上掌權的，因為沒有一個掌權的不是出於神。所有掌權的，都是由神所指定的。所以，抗拒掌權的，就是違抗神所設立的；違抗的人，就自招懲罰。事實上，對良善的行為，掌權者並不是可怕的；而對邪惡的行為，他才是可怕的。那麼，你想要不懼怕掌權的，就應當做良善的事。這樣，你就會得到他的稱讚。要知道，他是神的僕役，對你是有益處的。但你如果作惡，就該懼怕，因為他不是毫無理由的佩帶刀劍。他是神的僕役，是報應者，使震怒臨到作惡的人。因此，你們必須服從，不僅是為了震怒的緣故，也是為了良心。

民眾對撒母耳說：「那些說『掃羅怎麼能統治我們』的人是誰呢？把那些人交出來，我們要把他們殺掉。」
