为什么万国悖逆，万民图谋虚妄的事呢？地上的君王们站出来，首领们一同商定，敌对耶和华和他的受膏者，说：“让我们挣断他们的捆绑，把他们的绳索从我们身上甩掉！”坐在天上的那一位会讥笑，主会嘲笑他们。那时他在怒气中向他们说话，在烈怒中使他们惶恐，说：“我在锡安我的圣山上，膏立了我的王。”

你们要当心，不要拒绝向你们说话的那一位。要知道，那些拒绝了在地上警告他们的，尚且无法逃脱惩罚，更何况我们背弃从天上警告我们的那一位呢！

任何拒绝摩西律法的人，凭两个或三个见证人的见证，就得不到怜悯而死，何况一个人践踏了神的儿子，把那使自己成圣的立约之血看做是俗物，又侮辱了恩典的圣灵，你们想想，这个人难道不该受更厉害的惩罚吗？

不过我的这些敌人，就是不要我做王统治他们的人，把他们带到这里来，在我面前杀掉！”

最后，你们要在主里藉着他力量的权能得以刚强。

你们要警醒，在信仰上当站立得稳，要做大丈夫，要刚强；

所有的人都当服从在上掌权的，因为没有一个掌权的不是出于神。所有掌权的，都是由神所指定的。所以，抗拒掌权的，就是违抗神所设立的；违抗的人，就自招惩罚。事实上，对良善的行为，掌权者并不是可怕的；而对邪恶的行为，他才是可怕的。那么，你想要不惧怕掌权的，就应当做良善的事。这样，你就会得到他的称赞。要知道，他是神的仆役，对你是有益处的。但你如果作恶，就该惧怕，因为他不是毫无理由的佩带刀剑。他是神的仆役，是报应者，使震怒临到作恶的人。因此，你们必须服从，不仅是为了震怒的缘故，也是为了良心。

民众对撒母耳说：“那些说‘扫罗怎么能统治我们’的人是谁呢？把那些人交出来，我们要把他们杀掉。”
