列國為甚麼騷動？萬民為甚麼空謀妄想？世上的君王起來，首領聚在一起，敵對耶和華和他所膏立的，說：“我們來掙斷他們給我們的束縛，擺脫他們的繩索！”那坐在天上的必發笑，主必譏笑他們。那時，他必在烈怒中對他們講話，在震怒中使他們驚慌，說：“我已經在錫安我的聖山上，立了我的君王。”

你起來！因為這事全在你身上，我們支持你，你當堅強地去作。”

你們要謹慎，不要棄絕那位說話的，因為從前的人棄絕了那位在地上警戒他們的，尚且不能逃罪；何況現在我們背棄那位從天上警戒我們的呢？

我不是吩咐過你要堅強勇敢嗎？所以，你不要懼怕，也不要驚慌；因為你無論到哪裡去，耶和華你的神必與你同在。”

如果有人干犯了摩西的律法，憑著兩三個證人，他尚且得不到憐憫而死；何況是踐踏神的兒子，把那使他成聖的立約的血當作俗物，又侮辱施恩的聖靈的人，你們想想，他不是應該受更嚴厲的刑罰嗎？

至於我那些仇敵，就是不願意我作王統治他們的，把他們拉到這裡來，在我面前殺掉！’”

最後，你們要靠主的大能大力，在他裡面剛強。

如果有人擅自行事，不聽從祭司，就是侍立在那裡事奉耶和華你的神的，或是不聽從審判官，那人就必須處死；這樣，你就可以把這惡從以色列中肅清了。

你們要警醒，要在信仰上站立得穩，要作大丈夫，要剛強。

政府的權柄，人人都應當服從。因為沒有一樣權柄不是從神來的；掌權的都是神設立的。所以抗拒掌權的，就是反對神所設立的；反對的人必自招刑罰。執政的不是要使行善的懼怕，而是要使作惡的懼怕。你想不怕掌權的嗎？只要行善，就會得到稱讚；因為他是神的僕役，是對你有益的。但如果你作惡，就應當懼怕；因為他佩劍，不是沒有作用的。他是神的僕役，是向作惡的人施行刑罰的。所以你們必須服從，不但是因為刑罰，也是因為良心的緣故。

眾民對撒母耳說：“那說‘掃羅怎能作我們的王’的是誰呢？把那些人交出來，我們好殺死他們。”
