他的守望人是瞎眼的，都沒有知識；他們都是啞巴狗，不能叫喚；只是躺臥着，瞇瞇地睡，貪愛打盹。這些狗的食慾極強，不知飽足；嘿，這種人竟是牧人！不知聰明為何物！他們都偏向自行的路，各從各方專求自己的利益。他們說：『來！我去拿酒；我們來痛飲濃酒！明天也必像今天一樣，盛大豐盈之極。』

我知道我離開了以後，必有兇暴的豺狼要進入你們中間，不顧惜羊羣。

執事也要這樣：他們應當莊重，不一口兩舌，不喝酒太多，不貪可恥之財。

不豪飲、不打人、卻溫和良善；不爭鬪、不貪愛銀錢；

因為底馬貪愛現今世，撇棄了我，往帖撒羅尼迦去，革勒士往加拉太去，提多往撻馬太去，

監督做上帝的管家、應當無可指責、不任性、不暴躁、不豪飲、不打人、不貪可恥之財，

看門的給這個人開門；羊聽他的聲音，他按名字呼叫自己的羊，領他們出來。

『你們要注意提防假的神言人；那種人到你們這裏來，打扮得像羊，裏面卻是勒索的狼。

你們要牧養那在你們中間的上帝羊羣，不是勉勉強強地，乃是照上帝旨意甘心樂意地；也不是貪可恥之利地，乃是有熱心地；

『看吧，我差遣你們如同綿羊在豺狼中間；所以你們要靈巧像蛇，要天真像鴿子。

『人子啊，你要傳神言攻擊以色列的牧民者，要傳神言對牧民者說：主永恆主這麼說：有禍啊，以色列的牧民者，只知牧養自己的！牧人豈不應當牧養羣羊麼？奶子你們喫了，羊毛你們穿了，肥壯的你們宰了，羣羊呢、你們卻不牧養。瘦弱的你們沒有養壯，有病的你們沒有醫治，受折傷的你們沒有綁紮，被放逐的你們沒有領回，失喪的你們沒有尋找；你們只用強力和嚴酷管轄他們。因為沒有牧人，我的羊就四散，做了田野上一切野獸的食物。我的羊四散，在羣山間、在各高岡上流離；我的羊四散在地面上，沒有人去尋，沒有人去找。
